What we offer
Design. Build. Analyze. Govern.
We help organizations build data systems and products that people can trust.
Whether you’re a city department modernizing services, a nonprofit tracking impact, or a regional coalition aligning around shared goals, we help you move from “we have data” to “we use data well.”
We do this by helping partners:
Organize and connect their data so it’s accurate, secure, and easy to use.
Design governance frameworks that clarify who owns what, how it’s maintained, and how it’s shared responsibly.
Build products and insights — dashboards, maps, reports, and APIs — that translate complexity into clarity.
Create sustainable data culture through training, documentation, and everyday practices that keep quality and transparency at the center.
Our approach blends technical excellence with real-world practicality. We don’t just deliver systems — we help organizations build the habits and capacity to keep them strong.
Because in the end, trust in data isn’t about technology.
It’s about people having the confidence to act on it together.

Pre-K Capacity Needs Assessment 2024 & 2025 (First 8 Memphis): pinpointing where Pre-K learning access gaps exist.
From Johanna Harrison, PreK Program Manager at First 8 Memphis:
First 8 Memphis partnered with Innovate Memphis/Data Midsouth in Fall 2024 to complete an assessment of Pre-K need across Memphis and Shelby County, informing our Pre-K for All campaign and request for Pre-K program funding expansion by our local governments. Our goal was to identify the total number of Pre-K seats available to families in our community, as well as the funding sources and community demographics of these seats.
The Innovate team provided key insights into the data available and best processes for analyzing the data to ensure that our decision making as a program was data-driven and meeting the specific needs of our community. Based on the outcomes of this assessment, F8M successfully launched the Pre-K for All campaign, increasing local funding for public Pre-K and expanding our partnership by 230 additional seats and 13 new sites, located in communities identified as "high priority" through the Innovate partnership.
Innovate's support with the Pre-K Needs Assessment allowed our team to be intentional and strategic with public funds and in meeting our goals to increase access to and enhance quality in our community's Pre-K programs.
