# What we do

#### **1. Build Shared Data Infrastructure**

We design and maintain pipelines, data models, and metadata that allow Memphis to see itself clearly. We connect city, county, and nonprofit datasets — from housing to health to education — into a trusted civic data warehouse that powers maps, dashboards, and reports.

**→ Think of us as the digital backbone of Memphis’ data ecosystem.**

***

#### **2. Deliver Analytics that Drive Action**

We don’t stop at dashboards. We uncover insights that change how leaders prioritize funding, respond to community needs, and evaluate impact.

From **Pre-K capacity maps** to **The Memphis Property Hub**, our analytics products make complex data usable and beautiful — blending technical precision with human-centered design.

**→ We turn data into decisions.**

***

#### **3. Lead Data Governance and Quality Standards**

We believe shared data only works when it’s trusted. That’s why we lead the **Collaborative Data Stewardship Committee** — a cross-sector partnership setting Memphis’ standards for data quality, privacy, and responsible use.

Our metadata templates, onboarding playbooks, and feedback loops make participation simple and transparent.

**→ We build trust into every byte.**

***

#### **4. Build Data Capacity and Culture**

We grow the civic data ecosystem through **training, events, and partnerships**:

* Civic Data Forum — connecting practitioners and policymakers.
* Hackathons — turning neighborhood challenges into technical innovation.
* Fellowships — mentoring the next generation of data leaders.

**→ We don’t gatekeep knowledge; we share it.**

***

#### **5. Prototype What’s Next**

Innovation is in our DNA.

# What we offer

Design. Build. Analyze. Govern.

**We help organizations build data systems and products that people can trust.**

Whether you’re a city department modernizing services, a nonprofit tracking impact, or a regional coalition aligning around shared goals, we help you move from *“we have data”* to *“we use data well.”*

We do this by helping partners:

* **Organize and connect** their data so it’s accurate, secure, and easy to use.
* **Design governance frameworks** that clarify who owns what, how it’s maintained, and how it’s shared responsibly.
* **Build products and insights** — dashboards, maps, reports, and APIs — that translate complexity into clarity.
* **Create sustainable data culture** through training, documentation, and everyday practices that keep quality and transparency at the center.

Our approach blends **technical excellence with real-world practicality**. We don’t just deliver systems — we help organizations build the habits and capacity to keep them strong.

Because in the end, trust in data isn’t about technology.

**It’s about people having the confidence to act on it together.**

### 🌆 Featured Work

**Memphis Property Hub:** neighborhood-level property data linking ownership, vacancy, and code enforcement.

**Pre-K Capacity Needs Assessment 2024 & 2025 (First 8 Memphis):** pinpointing where Pre-K learning access gaps exist.

From Johanna Harrison, PreK Program Manager at First 8 Memphis:

> First 8 Memphis partnered with Innovate Memphis/Data Midsouth in Fall 2024 to complete an assessment of Pre-K need across Memphis and Shelby County, informing our Pre-K for All campaign and request for Pre-K program funding expansion by our local governments. Our goal was to identify the total number of Pre-K seats available to families in our community, as well as the funding sources and community demographics of these seats.
>
> The Innovate team provided key insights into the data available and best processes for analyzing the data to ensure that our decision making as a program was data-driven and meeting the specific needs of our community. Based on the outcomes of this assessment, F8M successfully launched the Pre-K for All campaign, increasing local funding for public Pre-K and expanding our partnership by **230 additional seats and 13 new sites**, located in communities identified as "high priority" through the Innovate partnership.
>
> Innovate's support with the Pre-K Needs Assessment allowed our team to be intentional and strategic with public funds and in meeting our goals to increase access to and enhance quality in our community's Pre-K programs.

# What's MPH?

Learn more about what's included (and what's not) in the latest version of the Memphis Property Hub - brought to you by Data Midsouth & Innovate Memphis.

## Introduction

The **Memphis Property Hub** is an interactive, map-based application built in [Felt ](https://help.felt.com/)and designed to consolidate parcel-level information for all of Shelby County. Whether you’re a neighborhood advocate, government agency, nonprofit, or resident, this tool gives you easy access to property ownership, zoning, code enforcement, and other critical datasets—no programming or GIS expertise required.

<figure><img src="/files/1eDhhc5jc4JrYFxDAVgV" alt=""><figcaption></figcaption></figure>

## Purpose

This tool and its open data access let Memphis residents, community organizations, and officials make data‑informed decisions to improve our community. The Hub consolidates assessor records, permits, court filings, and ownership data in one place and fosters cross‑sector dialogue by bringing government, community, and academic stakeholders together around a shared evidence base. You can use this data to assess the scale of property abandonment in your neighborhood, contact owners of investor‑owned properties, track code violations, and strategically target problem properties.

## Key Features

With the Memphis Property Hub’s intuitive interface, you can quickly pinpoint individual parcels or uncover trends across entire geographic areas—all without writing a single line of code.

### [**Themes**](/memphis-property-hub/features/themes)

Switch instantly between Themes—Ownership, Occupancy, Evictions, Vacant Land, and more—with a single click. Access and analyze multiple property data layers in one interactive map. The Hub automatically integrates assessor records, permits, eviction filings, and vacancy indicators, applies real‑time filters and trend calculations, and refreshes each dataset on its scheduled cadence so you always work with the latest insights.

### [Views](#views)

Gain insights about a specific property or patterns across geographic areas. Choose to view data at the parcel-level or rolled up by different geographic boundaries, including by Zip Code, Census Tract, City Council District, and County Commission District.&#x20;

### [Filter & search](/memphis-property-hub/features/filter-and-search)

There are multiple ways to filter data down so you can focus on specific property types or patterns. Filters apply instantly - updating the map and charts in real time. You can combine multiple filters across many topics.

### [Statistics](/memphis-property-hub/features/statistics)

Statistics turn the map layers of the Property Hub into interactive dashboards. Each statistic serves a specific purpose, providing unique insights and facilitating data analysis and exploration. By combining these components together, you can explore, compare, and interpret complex datasets with ease to make informed decisions.

### [Draw Custom Boundaries](/memphis-property-hub/advanced-features/draw-custom-boundaries)

While the Property Hub has built-in boundaries, users can also draw their own boundaries. This is useful for filtering parcels for smaller neighborhoods, school zones, and other community boundaries of interest.&#x20;

## How to Switch Views

{% stepper %}
{% step %}

### Locate buttons on Toolbar

The buttons to switch views are located on the **right side of the toolbar** at the top of the screen.

<figure><img src="/files/c93UtVleiIxQFIPR6FxU" alt=""><figcaption></figcaption></figure>
{% endstep %}

{% step %}

### Click your preferred View button

Click **VIEW PARCELS** to view property level data and filter down by criteria.

Click **VIEW TRENDS** to look at the data as a heat map or by Census tract, zip code, City Council district, or County Commission district.

<figure><img src="/files/gweIQkLfvLl2ECI5bERR" alt="" width="219"><figcaption></figcaption></figure>

On the[ lefthand panel](/memphis-property-hub/getting-started/tour-the-interface#left-panel), look for a horizontal bar with dots. Each dot represents a different type of geographic boundary you can click on. Hover over each dot to get a description of the geographic level it represents.&#x20;
{% endstep %}
{% endstepper %}

# Layers

A **map layer** is a set of related information displayed on the map—like transparent sheets stacked on top of each other. Each layer shows a specific [theme](/memphis-property-hub/features/themes), or dataset about properties, at a specific [view](/memphis-property-hub/features/views).&#x20;

The Memphis Property Hub was designed to help you navigate these layers seamlessly, with each [theme ](/memphis-property-hub/features/themes)tab showing a default layer that shows up automatically. However, you can turn layers **on** or **off** to customize what you see, helping you explore specific questions.

### Adding and Removing Layers

On the [left panel,](/memphis-property-hub/getting-started/tour-the-interface#left-panel) you can hide or show different layers by clicking on the eye icon on the right side of each layer.&#x20;

<figure><img src="/files/wU6syOE53QNt17VgwTDI" alt=""><figcaption></figcaption></figure>

An **open eye** icon means the layer is currently showing, while a **closed eye** icon means the layer is currently hidden.

{% hint style="info" %}
*We recommend showing just one layer at a time and keeping the others hidden to make visualizations easier to understand.*
{% endhint %}

When [**VIEW TRENDS**](https://help.datamidsouth.org/memphis-property-hub/features/pages/Hlk2Yb2U7tGcSdN9zK50#id-2.-trends-geographic-area-views) is selected, you can also use the eye icon to show or hide different groupings in the legend.&#x20;

<figure><img src="/files/exeCYdmPpiOsV9t39crQ" alt=""><figcaption></figcaption></figure>

Click “Show only this” to focus on one group at a time.

# Filter & search

How to filter down data to your desired criteria

There are multiple ways to filter data down so you can focus on specific property types or patterns. Filters apply instantly - updating the map and charts in real time - and you can combine multiple filters across many topics.

{% stepper %}
{% step %}

### Filter Pane&#x20;

Located just below the toolbar, the filter pane displays by default when you select a [**theme** ](/memphis-property-hub/features/themes)tab or click the [**VIEW PARCELS**](https://help.datamidsouth.org/memphis-property-hub/features/pages/Hlk2Yb2U7tGcSdN9zK50#id-1.-parcel-view) button on the top right of the map.&#x20;

<figure><img src="/files/7V1Ehq9EQSkcmzBnC6mS" alt=""><figcaption></figcaption></figure>

You can combine multiple filters to narrow down properties and data you are interested in. For example: Vacant, Investor Owned, and Non-Local Owner selection would narrow the parcels down only to those that meet all three criteria.

<figure><img src="/files/jSPxvREHbo04qx0ShUYv" alt=""><figcaption></figcaption></figure>

There are three types of filters in this pane: toggle buttons, sliders, and dropdown menus.

* **Toggle buttons** are the oval-shaped buttons that turn filters on and off for properties that match specific criteria. Hover over any button for a pop-up description of its criteria. When that filter is selected, the button turns black.
* **Sliders**: You can click and drag slider filters to change the minimum and maximum range for the **Built Date.**
* **Dropdown Menus:** Click the down arrow to view these filters.

  * **Land Use / Zoning** filters parcels down to a specific Land Use Category, Land Use Code, or Zoning Code on the map. Note that Land Use Categories simplify Land Use Codes into fewer categories for easier analysis. First select the type of filter you want to use, then the available values will appear. You can search in the field for values.
  * **Geographic Boundary** filters parcels down to a specific geographic boundary. First select the type of boundary you are interested in (ex: City Council District) and then the specific geographic area(s) you want to view (ex: Districts 1 & 2). You can type in the field to search for values.

  <figure><img src="/files/uzNTu2W0m9aB2aESOZ4x" alt=""><figcaption></figcaption></figure>

The **Reset Filters** button clears all filter selections.

<figure><img src="/files/6J1B8psqRQGYHHwYBREf" alt=""><figcaption></figcaption></figure>

<figure><img src="https://681397f54c43fb809b7b71b4.featurebase-attachments.com/c/article/6876bd50dee03d4f50dcfc90/01980fd3-93c3-7454-a421-4304c3a93028/b64u-aW1hZ2UucG5n.png?X-Amz-Expires=3600&#x26;X-Amz-Date=20250728T200000Z&#x26;X-Amz-Algorithm=AWS4-HMAC-SHA256&#x26;X-Amz-Credential=DO0098AADP7QLUJN4ZLF%2F20250728%2Ffra1%2Fs3%2Faws4_request&#x26;X-Amz-SignedHeaders=host&#x26;X-Amz-Signature=cc0c4aa3f0a43d359dbf1858987d9bb1e7e7b86d04a8b7db5cc3fd96025d8860" alt=""><figcaption></figcaption></figure>
{% endstep %}

{% step %}

### Left Panel

You can also filter the map by interacting with the charts and categories in the[ lefthand panel ](/memphis-property-hub/getting-started/tour-the-interface#left-panel)of the screen.

<figure><img src="/files/C7HsYrdsUpe2tbhtMuJm" alt="" width="209"><figcaption></figcaption></figure>

You may select multiple categories at once to narrow the results even further.&#x20;

*In the screenshot example below, properties with two to four 311 service requests in the past year are selected, and the data about building and demolition permits reflects just these properties.*

<figure><img src="/files/gblGrYAwQfcjL1CF8CZy" alt=""><figcaption></figcaption></figure>

To undo these filters, you can click the circular arrow reset button at the top of the section you filtered.
{% endstep %}

{% step %}

### Search for One Address or Owner

You can look up a specific property using the Search tool.&#x20;

At the top of the lefthand pane, click the button titled **"Search for an Address or Owner" and enter either an address or owner name into the textbox.**&#x20;

For the best results, note that owner names might be recorded as \[Last Name] \[First Name], instead of \[First Name] \[Last Name].

<figure><img src="/files/jrQ1QHJSj0I7hg7o4tMI" alt=""><figcaption></figcaption></figure>

A list of matching search results will appear beneath the textbox. Click on your preferred location or person from the list. The selected property will be highlighted on the map with either a rectangular border or a blinking dot:&#x20;

<figure><img src="/files/8yxUswtNFsFIFpZ0qmrs" alt=""><figcaption></figcaption></figure>

Click on it to view more information in a popup window, including data about the property owner, zoning, land use, tax assessment and appraisal, sales, evictions, recent 311 requests, and more.

<figure><img src="/files/RRKpMYxqeAlmklMW0t0n" alt=""><figcaption></figcaption></figure>
{% endstep %}
{% endstepper %}

# Draw custom boundaries

While the Property Hub has [built-in boundaries](https://help.datamidsouth.org/memphis-property-hub/advanced-features/pages/Hlk2Yb2U7tGcSdN9zK50#id-2.-trends-geographic-area-views) for Census tracts, zip codes, City Council districts and County Commission districts, users can also draw their own boundaries.

This feature is useful for filtering parcels down to smaller neighborhoods, school zones, and other community boundaries of interest.

Once the boundaries have been drawn, it will display the number of parcels filtered and details about the selected region’s size and shape.

## How to Draw Custom Boundaries

{% stepper %}
{% step %}

### Choose the [theme](/memphis-property-hub/features/themes)

<figure><img src="/files/DMCV3eYrhdresJ3nD0TM" alt=""><figcaption></figcaption></figure>

Make sure the theme tab reflects the dataset you want to know more about.&#x20;

You can also look at the left panel statistics to learn what will be calculated once you've drawn the custom boundary.
{% endstep %}

{% step %}

# Troubleshooting & FAQs

Get the most out of Memphis Property Hub with these solutions to common questions and ssues

### :star: Getting Started & Access

<details>

<summary>How do I request access to the Property Hub? </summary>

For step-by-instructions, visit [Access & authentication](/memphis-property-hub/getting-started/access-and-authentication).

</details>

<details>

<summary>Why is the Memphis Property Hub password protected?</summary>

The Memphis Property Hub is password-protected to reduce the risk of predatory investment activity that could exacerbate existing issues in distressed Memphis neighborhoods. Limiting access to the parcel-level data provided in the Memphis Property Hub helps shield the tool and Memphis neighborhoods from actors whose primary goal may be short-term financial gain, rather than long-term community revitalization.

Protecting this data also helps ensure that community advocates, local planners, and government officials can use the Memphis Property Hub to strategically target reinvestment efforts and community driven campaigns. To this aim, the Memphis Property Hub provides a tool for collaborative action, allowing responsible developers and decision-makers to focus on revitalizing neighborhoods rather than enabling further exploitation.

</details>

<details>

<summary> Why am I seeing a wrong email or password message when I try to login?</summary>

You must first request approval from the DMS team and then sign up. See [Access & authentication](/memphis-property-hub/getting-started/access-and-authentication) for more information.&#x20;

When you sign in, your email address / username for the Property Hub must be the same email you provided in the Access Request form.&#x20;

If you're curious why the Memphis Property Hub is password-protected, visit [#why-is-the-memphis-property-hub-password-protected](#why-is-the-memphis-property-hub-password-protected "mention")

</details>

<details>

<summary>Can I use MPH on my phone or tablet? </summary>

Yes, technically the Property Hub works on mobile devices.

However, for the best experience — especially when exploring the map, applying filters, or viewing detailed property data — we recommend using a **tablet, laptop, or desktop**. Larger screens make it much easier to navigate and interact with the site’s features.

</details>

<details>

<summary>Can I add or publish my own data in the Memphis Property Hub?</summary>

Hosting custom datasets is a premium service reserved for paid partners to ensure performance, security, and reliability.&#x20;

**How to enable custom data hosting:**

* Enter into a service contract with Innovate Memphis. **To discuss your needs and pricing, contact Kira Morin at <kmorin@innovatemphis.com>.**
* Contracted partners receive end‑to‑end support: data integration, validation, security reviews, and prioritized maintenance.
* Note that not all requests may be feasible based on data quality or format, thematic fit, or team capacity. We are happy to meet for a free consultation before entering into any paid agreements.

</details>

### 📅 Data Updates & Availability

<details>

<summary>How do I know when the data was last updated?</summary>

There are two ways to check:

1. **Visit the** [Sources & refresh schedule](/memphis-property-hub/data-reference/sources-and-refresh-schedule) – Lists how often each dataset is generally updated.
2. **Check any** [Views](/memphis-property-hub/features/views#property-profile) – Click on the parcel. Below each section title is the exact last updated date for that particular dataset. Last updated is available for the following sections: **Ownership, Taxation, Sales, Evictions, Occupancy, 311 Service Requests, and Permits.**

<figure><img src="/files/znIZdxa2JykEm1HUHkNg" alt=""><figcaption></figcaption></figure>

</details>

<details>

<summary>Why doesn’t the data update more frequently than monthly?</summary>

&#x20;Most of our data partners publish updates on a **monthly schedule**. A few sources, like evictions, property deeds, or 311 calls, may update more frequently.

If you have a use case that requires more frequent updates, let us know — we're always open to adjusting to better meet your needs.

</details>

<details>

<summary><strong>Is historical or longitudinal data available in the Property Hub?</strong></summary>

The Property Hub primarily displays the **most current data available** for each property. In some cases, it includes **summary statistics over time** or the **most recent date of key events** (like the latest recorded eviction).

If you're looking for data from **previous years**, we may be able to help! Please email <kmorin@innovatememphis.com> with a short description of your project or research needs. Depending on the details, the **Data Midsouth team** can likely prepare custom historical datasets on a contract basis.&#x20;

</details>

### 🔍 Data Quality & Reporting Issues

<details>

<summary>Why is some data missing or labeled as “unknown” or "-" or "N/A"?</summary>

In most cases, this means:

* There are **no available records** for that property or time period.
* The data source may not include that specific detail for the location in question.

</details>

<details>

<summary>Why do some properties have an address number of 0?</summary>

This typically means:

* The parcel is **vacant land** and doesn’t have a registered street address.
* It’s a **non-buildable shape** resulting from parcel splitting or merging.
* A **structure was demolished**, and the mailing address was removed from records.

</details>

<details>

<summary>Why can’t I find a property I know exists?</summary>

* There may be inconsistencies in the official Assessor’s data.
* Try alternate versions of the address (e.g., “BB King Blvd” vs. “3rd Street”).
* Use fewer or broader search terms.
* If you're still having trouble, feel free to reach out to **<datamidsouth@innovatememphis.com>**

</details>

<details>

<summary>I see a data error — how do I report it?</summary>

Please email any data issues to **<datamidsouth@innovatememphis.com>**.&#x20;

Include the address or parcel ID, a description of the issue, and a screenshot if possible.

</details>

### 📍 Technical Issues

<details>

<summary>The map won’t load — what should I do?</summary>

1. Refresh your browser
2. Try a different browser or device
3. If the issue continues, contact <datamidsouth@innovatememphis.com>.&#x20;

</details>

<details>

<summary>I’m experiencing slow performance or freezing — how can I fix it?</summary>

Try the following:

* Check your **internet connection**
* **Close other tabs or programs** to free up memory
* Avoid **screensharing** if possible
* **Restart your browser or device**
* Try accessing the Hub on a different device

*If problems persist, let us know at <datamidsouth@innovatememphis.com> so we can troubleshoot.*

<summary>Eviction</summary>

Innovate Memphis pulls eviction filings daily from **Shelby County General Sessions Court.** Each extract includes all filings from the previous 90 days to capture any records entered late due to data‑entry delays.\* A scheduled refresh occurs in the Memphis Property Hub on a monthly basis.&#x20;

\*Because the court staff may enter filings up to 90 days after the actual filing date, our extracts include a 90‑day lookback to ensure no records are missed.

<summary>Occupancy</summary>

Unoccupied or vacant properties refers to parcels with vacant built structures  (e.g. homes, storefronts, and warehouses), not vacant land or vacant lots.&#x20;

Innovate Memphis acquires **U.S. Postal Service vacancy data** from **Regrid** on a quarterly schedule. We then calculate each property’s continuous vacancy duration starting in April 2024\*\* and use that value as the basis for short or long term vacancy.&#x20;

{% hint style="info" icon="flag-swallowtail" %}
A vacant parcel designation by USPS does not guarantee that all addresses associated with that parcel are vacant. Some parcels contain multiple addresses. While one address associated with a parcel may be classified as vacant by USPS, other individual addresses associated with that parcel may still be occupied or in use. For example, a shopping center parcel may be flagged as vacant because one storefront is vacant, even though other businesses on the same parcel remain open.

Innovate Memphis is committed to working with additional data providers to increase the accuracy of the vacancy indicator in the Memphis Property Hub.&#x20;

# What is Data Midsouth?

Learn what the portal is, who built it, and what you can do with it.

**Data Midsouth** is a centralized civic **data hub** for Memphis, Shelby County, and the Midsouth region built in [Huwise](https://userclub.huwise.com/pages/sources-inspiration/?sort=horodateur) (formerly known as Open Data Soft) and maintained by [Innovate Memphis](#who-built-it).&#x20;

It brings together publicly available datasets, interactive visualizations, and research reports in one place so you don't have to hunt across a dozen websites to find the information you need.

### How should I use it?

Think of Data Midsouth like a **search engine** for local civic data:

<div data-full-width="true" data-with-frame="true"><figure><img src="/files/w57YU9NgxoGL3E09ZHhh" alt=""><figcaption></figcaption></figure></div>

* **You can** [**browse**](/data-midsouth-portal/getting-started/explore-the-catalog) raw data tables, maps, dashboards, and other online data tools.
* **You can** [**preview** ](/data-midsouth-portal/features/data-asset-page)before you download anything.
* **You can** [**download**](/data-midsouth-portal/features/downloads-and-formats) **or** [**explore** ](/data-midsouth-portal/advanced-features/in-app-analysis#using-the-query-feature)the information in a few different ways, depending on the asset.

It’s designed to make public information easier to find and use.

* Some assets [**live directly inside**](/data-midsouth-portal/features/data-asset-types) the platform.
* Others **link out** to trusted sources (like a partner dashboard or external website).

If you click something and it takes you to a different website, that’s normal.&#x20;

<p align="center"><strong>Data Midsouth is designed to help you </strong><em><strong>find</strong></em><strong> the right data, even if it’s hosted elsewhere.</strong></p>

Most data is currently focused on Memphis and Shelby County, but we hope to expand to regional data in the future. &#x20;

### Where to start

Begin by thinking of a question you have about your community. For example, "Are evictions getting worse in my zip code?"

#### **Search the catalog** with a keyword (e.g., “evictions”)

<div data-with-frame="true"><figure><img src="/files/zgY0iUnU8F0DaWJR8cTp" alt="" width="563"><figcaption></figcaption></figure></div>

#### Scroll down the home page to **explore data by topic (e.g. Housing)**

<div data-with-frame="true"><figure><img src="/files/v3p8Fmm7IM49nHCJ6sTp" alt="" width="563"><figcaption></figcaption></figure></div>

#### Keep scrolling to **explore by data asset**&#x20;

<div data-with-frame="true"><figure><img src="/files/vPAgbbNiYaMZVAdtExaK" alt=""><figcaption></figcaption></figure></div>

To learn more about how to navigate the portal, check out [Tour the interface](/data-midsouth-portal/getting-started/tour-the-interface) for a walkthrough video tutorial.&#x20;

# Explore the catalog

Get a sense of what's in the Data Midsouth catalog.

The Data Midsouth catalog is a growing collection of data assets covering civic topics in Memphis, Shelby County, and the Midsouth region.&#x20;

This page gives you an orientation to what's available by topic, so you know what to look for — and what to ask for — if it's not there yet.&#x20;

<div data-with-frame="true"><figure><img src="/files/MmBvRBHbCWkJv9REc2eb" alt=""><figcaption></figcaption></figure></div>

{% hint style="warning" %}
Data Midsouth is a living catalog
&#x20;\- <mark style="color:$danger;">This list reflects the catalog at time of writing and will grow over time. The Requests/Ideas board at</mark> [<mark style="color:$danger;">feedback.datamidsouth.org</mark>](https://feedback.datamidsouth.org/) <mark style="color:$danger;">shows what the community has asked for next — and you can vote or add your own.</mark>
{% endhint %}

In the catalog, you might see:

* Assets hosted directly in Data Midsouth
* Assets that link out to another source on an external website

The catalog is designed to help you find it **faster**.&#x20;

### How assets are organized

Assets in the catalog are sorted alphabetically by title by default. The top navigation offers three filtered views:

* Data — Structured raw data tables you can download and analyze in your own tools
* Visualizations — Interactive maps, dashboards, and charts you can use directly in your browser
* Mega Data — Dashboards and applications that go particularly deep or wide on civic topics
* Reports — PDFs and research documents from DMS and partner organizations

You can also use the search bar to find assets by keyword, or browse All Data Assets to see everything at once. See [Search & filter](/data-midsouth-portal/features/search-and-filter) for more on finding what you need.

### How to find what you need

Think of the catalog like a **public library for local data**. You browse what exists, read the “label,” and reuse it.

{% stepper %}
{% step %}

### 1) Search

Use search first. Start broad. Then narrow down.
{% endstep %}

{% step %}

### 2) Check the details

Open the asset's page and scan the basics:

* **Description:** What it covers.
* **Years Available**&#x20;
* **Data Update Frequency**&#x20;
* **Data Limitations**
  {% endstep %}

{% step %}

### 3) Use it

Pick the action that matches your goal:

* **Explore online** to preview dashboards or spot patterns.
* **Download/export** for deeper analysis.
* **Connect a tool** (when an API is available).
  {% endstep %}
  {% endstepper %}

### What's in the catalog

Assets in the catalog fall into several broad topic areas. Here's a representative sample of what you'll find in each:

<details>

<summary>Housing</summary>

Memphis Property Hub

Eviction Court Cases - Shelby County General Sessions Court

Property Transactions - Shelby County Register of Deeds

</details>

# Data asset types

Understand the difference between Visualizations, Raw Data, Mega Data and Reports — and which one you need.

Every asset in the Data Midsouth catalog falls into one of four types. These types aren't just labels — they tell you what the asset looks like and what you can do with it.

<div data-with-frame="true"><figure><img src="/files/9xiYWc5GjityY8zBY6Cb" alt=""><figcaption></figcaption></figure></div>

### **Data:** A structured raw dataset with rows and columns that you can work with in your browser or download to analyze in your own tools.

<figure><img src="/files/qPCGjw052QrqUWw5Q8ja" alt="" width="563"><figcaption></figcaption></figure>

**What it looks like:** A data table on the asset page showing a preview of the records — column headers, values, rows. You can browse and filter the preview in-browser, then download the full file.

**What you can do with it:**&#x20;

* Download in multiple formats (CSV, XLSX, JSON, GeoJSON, Shapefile)
* Open in Excel or Google Sheets
* Import into QGIS, Python, R, or any analysis tool
* Join with other datasets using shared fields like parcel ID or census tract
* Run calculations in the DMS platform using the [Explore by Query](/data-midsouth-portal/advanced-features/in-app-analysis) feature

<figure><img src="/files/EhTTcHvjTXtyIn2bodXm" alt=""><figcaption></figcaption></figure>

**Who typically uses it:**&#x20;

* Data analysts running their own models
* Researchers building datasets for a study
* GIS professionals mapping custom geographies
* Nonprofits conducting spatial analysis for a grant

**Examples in the catalog:**&#x20;

* [Shelby County Eviction Filings](https://www.datamidsouth.org/explore/assets/eviction-court-cases-shelby-county/)

{% hint style="info" %}
Each Data asset page displays the date the data was last updated. Some datasets refresh monthly, others annually, and a few are static historical snapshots. Check the metadata on the asset page before using data in time-sensitive work.
{% endhint %}

***

### **Visualizations**: An interactive chart, map, or dashboard that you explore directly in your browser. No software required.&#x20;

<figure><img src="/files/OHSX1ucrt8aSDCwFXVPY" alt="" width="563"><figcaption></figcaption></figure>

**What it looks like:** A web page with interactive elements —&#x20;

* bar charts you can hover over for details
* maps you can zoom and pan
* dropdowns that filter the view

&#x20; Some visualizations are simple single charts; others are full dashboards with multiple views.

**What you can do with it:** Explore the data visually, filter by geography or time period, and take screenshots for reports.

*Coming soon: Embed it in a website or presentation (via an embed code on the asset page)*

**Who typically uses it:**&#x20;

* Community advocates presenting to a council
* Nonprofit staff building a grant narrative
* Journalists illustrating a story
* Researchers doing a quick scan of trends

**Examples in the catalog:**&#x20;

* [PreK Funding & Capacity Maps](https://www.datamidsouth.org/explore/assets/pre-k-capacity-and-funding-in-shelby-county-2026/)
* [Healthy Shelby Food Insecurity Index](https://www.datamidsouth.org/explore/assets/healthy-shelby-food-insecurity-index0/)

***

### **Mega Data:** A collection of visualizations in an online tool that cover many indicators across many data topics.&#x20;

<figure><img src="/files/YaVdiYNbqxwNmsFcOCsl" alt=""><figcaption></figcaption></figure>

**What it looks like:** A comprehensive web application or dashboard with interactive elements

* bar charts you can hover over for details
* maps you can zoom and pan
* dropdowns that filter the view

Mega Data assets are a subset of Visualizations — they cover an especially wide and/or deep range of civic topics and data trends

**What you can do with it:** Explore the data visually, filter by geography or time period, and take screenshots for reports.

**Who typically uses it:**&#x20;

* Community advocates presenting to a council
* Nonprofit staff building a grant narrative
* Journalists illustrating a story
* Researchers doing a quick scan of trends

**Examples in the catalog:**&#x20;

* [Think TN State of Our Counties](https://www.thinktennessee.org/state-of-our-counties/#dashboard_top)
* [Bloomberg City Data Explorer](https://cde.govex.jhu.edu/city/c-us-tn-mem)

***

### **Reports:** A research document, usually a PDF, produced by a local partner for a general or policy audience.&#x20;

<figure><img src="/files/r7WweSFCGIeIByRc69L3" alt="" width="563"><figcaption></figcaption></figure>

**What it looks like:** A downloadable document, typically a PDF, with narrative analysis, charts, and findings.

# Data asset page

Understand everything about a dataset — what it contains, where it came from, and what you can do with it — before you download or explore anything.

When you click on an asset in the catalog, you land on its asset page.&#x20;

<div data-with-frame="true"><figure><img src="/files/Q3CbIDk3xHmZkAQYRB02" alt="" width="563"><figcaption></figcaption></figure></div>

This is where you find the **full picture**: a description of what the data contains, its metadata, download options, and tools for exploring it directly in the browser.&#x20;

**Here's a walkthrough of each section** using the Bike Facilities Existing and Programmed – City of Memphis dataset as an example.

### The header

At the top of the page you'll see the asset title, its category badge (in this case, **Data**), the creator (**City of Memphis**), and when it was last modified (**March 31, 2026**).&#x20;

{% hint style="info" %}
**That last modified date is the first thing to check if you're using this data for anything time-sensitive.**
{% endhint %}

In the **top-right corner**, four **action buttons** let you....

* bookmark the asset (if you have a registered DMS account)
* explore the data
* export it
* access the API console
* edit metadata (if you have the appropriate permissions)

### Overview

The Overview section contains two things: the **Description** and the **Metadata panel**.

The description tells you in plain language **what the dataset contains** and **who it's** intended **for**.&#x20;

<div data-with-frame="true"><figure><img src="/files/fA4vd3FGHTfsU8U9yBiB" alt=""><figcaption></figcaption></figure></div>

The metadata panel on the right sidebar shows:

* **Themes** — Geography, Transportation
* **Keywords** — Pedestrian, Bike Lanes
* **Modification date** — March 31, 2026
* **Creator** — City of Memphis
* **Key contact** — Memphis Data Hub Support (<datahub@memphistn.gov>)
* **Technical identifier** — the dataset's unique ID in the portal

Also in the sidebar, three **Use the tools** shortcuts let you jump directly to **Explore data, Export data, or the API console.**

***

### Metadata

On each Data Asset Page, you'll see detailed reference information prepared by the Data Midsouth team called **Metadata**.&#x20;

This section includes attributes like:&#x20;

* Who publishes the asset
* When it was created and last updated
* Years available
* Download formats
* **Data quality & limitation notes**
* Related reports

{% hint style="info" %}
Read the metadata carefully — it tells you whether this is the data you're actually looking for, and flags any known limitations or coverage gaps.
{% endhint %}

***

### **Similar assets**

At the bottom of the page, the portal surfaces **related assets** you might also find useful.&#x20;

These are **automatically generated** based on shared themes and keywords, and are a useful way to discover related data without going back to search.

<div data-with-frame="true"><figure><img src="/files/opTuP1FxTcDqr677RMng" alt="" width="563"><figcaption></figcaption></figure></div>

***

### **Previews**

Visualizations and Mega Data data asset pages include a Previews section that allow you to decide whether the asset meets your needs before you leave the site to explore it.&#x20;

<div data-with-frame="true"><figure><img src="/files/hFId1uka2EQeYWUOMQ20" alt=""><figcaption></figcaption></figure></div>

# Search & filter

Find what you need in the catalog efficiently — by keyword, category, or topic.

## Data Catalog

The Data Midsouth catalog is **searchable** and **filterable**. Whether you know exactly what you're looking for or are exploring a topic area, there are a few ways to **narrow down** results quickly.

<div data-with-frame="true"><figure><img src="/files/WZUJbEB12PUsciQcJvIY" alt=""><figcaption></figcaption></figure></div>

All **data assets** are **represented** in the center of the page **as cards in a catalog**.&#x20;

Assets are **sorted alphabetically by title by default**. Use the "Sort by" dropdown, located just below the catalog search bar, to change sorting behavior.&#x20;

#### Use the **search bar** or **filter pane** to narrow results before you start browsing.&#x20;

#### **Search bar**

Searches across all asset **titles, descriptions, keywords,** and metadata.&#x20;

<div data-with-frame="true"><figure><img src="/files/w57YU9NgxoGL3E09ZHhh" alt=""><figcaption></figcaption></figure></div>

{% hint style="warning" %}
If a search comes up empty, try a broader or different keyword. Data assets are named by source, not always by the way you describe a topic. For example, 'eviction' will return more results than 'housing court.'
{% endhint %}

#### **Filter pane**

The **filter pane** on the left side of the catalog allows you to **narrow down results.**

<div data-with-frame="true"><figure><img src="/files/4bvhC6PEf3mJck6hdLKV" alt=""><figcaption></figcaption></figure></div>

#### Browsing by category

<div data-with-frame="true"><figure><img src="/files/GKWWIWUVOaErAhYXt0L7" alt=""><figcaption></figcaption></figure></div>

{% stepper %}
{% step %}

### Select a category

Click one of the category buttons at the top of the catalog page: Visualizations, Data, Mega Data, or Reports.
{% endstep %}

{% step %}

### Review results

The catalog will **update** to show assets of **that type only**. Each **asset card** has an **icon** in the top left showing what kind of category it is.
{% endstep %}

{% step %}

### Return to full catalog

Select "Clear filters"

<div data-with-frame="true"><figure><img src="/files/WHCRB7rPOKbEDl7IEVnr" alt=""><figcaption></figcaption></figure></div>
{% endstep %}
{% endstepper %}

***

#### **Available filters**

* **Category** - the type of data asset ([Data asset types](/data-midsouth-portal/features/data-asset-types) )
* **Theme** - The broad topic area the asset covers — such as Housing, Health, Education, Economic Development, or Public Safety.
  * *A good starting point if you're exploring a subject rather than searching for something specific.*
* **Creator** - The organization that produced or published the data. This could be a local agency (like the Shelby County General Sessions Court), a national source (like the U.S. Census Bureau), or the Data Midsouth team at Innovate Memphis.
* **Access Type** - Whether the asset is hosted directly on the DMS portal or on an external website
* **Geographic level** - The geographic unit the data is organized by — for example, parcel, address, census tract, zip code, city council district, or county.&#x20;
  * *Use this filter when you need data at a specific level of geography for mapping or analysis.*
* **Years Available** - The time range the dataset covers.&#x20;
  * *Useful when you need data from a specific period — for example, eviction filings from 2020 onward, or census estimates from a particular survey year.*
* **Update Frequency** - How often the data is refreshed — monthly, annually, or as a static one-time snapshot.&#x20;
  * *Check this before using data in time-sensitive work.*
* **Data Export Format** - The file formats available for download, such as CSV, XLSX, GeoJSON, Shapefile, or JSON.&#x20;
  * *Filter by format if your tools require a specific file type. Visit* [Downloads & formats](/data-midsouth-portal/features/downloads-and-formats) *for more information.*
* **Keywords** - Tags assigned to assets that describe their content in more detail than the Theme or Category alone.&#x20;
* **Showcase** - Flags assets that the Data Midsouth team has highlighted as particularly useful, well-documented, or relevant to current community priorities.&#x20;
  * *A good place to start if you're new to the portal and not sure what to explore first.*
* **Modification Date** - The date the asset was last updated in the portal.&#x20;
  * *Use this to find recently added or refreshed assets, or to confirm that a dataset you've used before has been updated since you last downloaded it.*

Whenever you apply a filter, it will also **update the counts** for all other filters in the lefthand pane that meet the selected criteria.

## Filtering & Analyzing Datasets

Similar to the DMS Catalog page, the "Explore Data" feature includes a **Filter Pane** and **Search bar** on the left.&#x20;

<div data-with-frame="true"><figure><img src="/files/f6An8EemZF4TBoJhI0vg" alt=""><figcaption></figcaption></figure></div>

To **download** a filtered dataset, visit [Downloads & formats](/data-midsouth-portal/features/downloads-and-formats).&#x20;

To **share** a filtered dataset, copy & paste, and then **send the the link** from your browser. The table will load with your custom filter choices applied. For more details, see [Saving & sharing](/data-midsouth-portal/features/saving-and-sharing).

{% hint style="danger" %}
If the data you want doesn't exist in the catalog, submit a request at [feedback.datamidsouth.org](https://feedback.datamidsouth.org/). Our team reviews all requests and prioritizes our work based on community need.
{% endhint %}

# Saving & sharing

Share a data asset or link directly to a filtered view.

Everything in the Data Midsouth catalog has a stable URL, or a **permanent URL that won't change**.

Translation? You can send a link to someone that will take them directly to any asset page, any filtered catalog view, or any in-app analysis you've built.&#x20;

### Sharing a link to an asset

{% stepper %}
{% step %}

### Copy the URL

The simplest way to share a data asset is to copy the URL from your **browser's address bar** while on the asset page.

Example:

<table data-header-hidden><thead><tr><th valign="top"></th></tr></thead><tbody><tr><td valign="top">https://www.datamidsouth.org/explore/assets/eviction-court-cases-shelby-county/</td></tr></tbody></table>

<figure><img src="/files/MmjuuXG6vlsb13kUTm2m" alt="" width="563"><figcaption></figcaption></figure>
{% endstep %}

{% step %}

### Paste the link

Paste this link in an **email**, a **slide deck**, a **grant narrative**, or a **report**.&#x20;

Anyone who clicks it will land directly on that asset page.
{% endstep %}
{% endstepper %}

{% hint style="info" %}
If you edit a data table by using a filter, you can send a colleague the link and the table will load with your custom filter choices applied.&#x20;
{% endhint %}

# Downloads & formats

Understand common download formats and choose the right option for your workflow.

Data Midsouth provides several options for downloading and exporting information available in the portal.&#x20;

{% hint style="info" %}
**Download options vary by asset type.**&#x20;

For more guidance, visit [Data asset types](/data-midsouth-portal/features/data-asset-types) to see what an asset supports.
{% endhint %}

#### What to check before downloading

Visit the [Data asset page](/data-midsouth-portal/features/data-asset-page) and review the asset's metadata first. Confirm the update date, geography, and available formats.&#x20;

If you only need a quick summary, try [In-app analysis](/data-midsouth-portal/advanced-features/in-app-analysis) before downloading a full file.

# In-app analysis

Analyze Raw Data assets in-platform using filters, summary stats, grouping, and custom boundaries.

Use In-app analysis to explore Raw Data assets without downloading them. You can filter records, calculate summary statistics, compare groups, and export your work directly in Data Midsouth.

## Using the "Query" Feature

{% hint style="info" %}
Start with the **Data** tab to preview fields before running a query. In-app analysis is available for **Data** **assets only**.
{% endhint %}

**You've chosen a raw data asset from the DMS Catalog. Now what?**&#x20;

Data Midsouth allows you to make calculations and analyze data sets for quick trends within the platform. These options are available in the **"Explore by Query"** menu. You can adjust which records are included in your calculations using the [Filter Pane](/data-midsouth-portal/features/search-and-filter) in the far-left panel.&#x20;

<figure><img src="/files/ID0iR823r9AMYrskgLFa" alt=""><figcaption></figcaption></figure>

### Go to "Explore by Query"

## Calculate One Overall Stat

\[Need quick intro here]

{% stepper %}
{% step %}

### Select a Function

Start by selecting a math function you want to analyze - like **count**, **average**, or **sum** - from the drop down.

<figure><img src="/files/PcgCdo1NXyqp96b8vo8x" alt=""><figcaption></figcaption></figure>
{% endstep %}

{% step %}

### Select a Field

Choose the **Field** (or column name) you want to analyze from the dropdown.

<figure><img src="/files/DOTwpQYdCUZA8rRJkcdc" alt=""><figcaption></figcaption></figure>

For example: "Building Permit Cost"
{% endstep %}

{% step %}

### Click confirm

Selecting confirm will calculate the statistic you're interested in, such as "The average building permit cost in Shelby County."
{% endstep %}

{% step %}

### (Optional) Filter Pane&#x20;

Making selections on the Filter Pane (lefthand side) will further narrow which records to include in the calculation.&#x20;

For example, the average building permit cost in the 38103 zip code.&#x20;

You will see your selections under "Refine."

<figure><img src="/files/ih0bgy2BCnDCqLSx99nr" alt=""><figcaption></figcaption></figure>
{% endstep %}
{% endstepper %}

### Calculate stat for categories or groups

{% stepper %}
{% step %}

### Follow the steps for calculating an overall step

Listed above.&#x20;
{% endstep %}

{% step %}

### Scroll down to Group By section

<figure><img src="/files/y1HolIehVdJ4We84kQma" alt=""><figcaption></figcaption></figure>
{% endstep %}

{% step %}

### Choose a category to Group by&#x20;

Categories could include:&#x20;

* **Geographic areas**, like Zipcodes or City Council districts
  * Allows you to compare a statistic across areas. For example, the average building permit cost by zip code
* **Different kinds** of something, like land uses or permit types
  {% endstep %}

{% step %}

### Select Confirm button

{% endstep %}
{% endstepper %}

### Advanced Filtering with WHERE

To narrow down your dataset by a text string like "Contains" or filter to values greater or less than a specific number, you need to use the **WHERE** function.&#x20;

{% stepper %}
{% step %}

### Scroll to WHERE section

<figure><img src="/files/tb3PET5160ONY9NVxW4x" alt=""><figcaption></figcaption></figure>
{% endstep %}

{% step %}

### Select a field

Choose the **Field** (or column name) you want to analyze from the dropdown.
{% endstep %}

{% step %}

### Select an operator

Operators act as filters that limit the results. Some are more sensitive and some are more broad. It's important to keep this in mind depending on the type of results you're expecting.

**ANY FILTER**

* **contains / does not contain**: Finds records where a field includes (or excludes) specific keywords or characters—even if they're part of a larger word or phrase.
  * *Example: Permit description **contains** "shed"* → returns "shed," "watershed," "storage shed addition"
  * *Example: Permit description **does not contain** "pool"* → excludes any record mentioning "pool"
* **equal to / not equal to:** Finds records where a field exactly matches (or doesn't match) a specific value. This is stricter than "contains" because the entire field must match.
  * *Example: Status **equal to** "Approved" → returns only records where the status is exactly "Approved"*
  * *Example: City **not equal to** "Memphis" → excludes records where the city is exactly "Memphis"*
* **is empty / is not empty:** Finds records where a field has no value (is blank) or has any value at all.
  * *Example: Date **is empty** → returns records missing a date*
  * *Example: Email **is not empty** → returns only records that have an email address*

**DATE FILTER**

* **strictly prior to / strictly post:** Finds records before or after a specific date, *not including* that date.
  * *Example: Issue date **strictly prior to** 01/01/2024 → returns records from December 31, 2023 and earlier*
  * *Example: Issue date **strictly post** 01/01/2024 → returns records from January 2, 2024 and later*
* **prior or equal to / post or equal to:** Finds records before/after a specific date, *including* that date.
  * *Example: Issue date **prior or equal to** 01/01/2024 → returns records from January 1, 2024 and earlier*
  * *Example: Issue date **post or equal to** 01/01/2024 → returns records from January 1, 2024 and later*

**NUMBER FILTER**

* **strictly superior to / strictly inferior to:** Finds records where a number is greater than or less than a specific value, *not including* that value.
  * *Example: Square footage **strictly superior to** 1000 → returns 1001 and up (not 1000)*
  * *Example: Permit fee **strictly inferior to** 500 → returns 499 and below (not 500)*
* **superior or equal to / inferior or equal to:** Finds records where a number is greater/less than *or exactly equal to* a specific value.
  * *Example: Square footage **superior or equal to** 1000 → returns 1000 and up*
  * *Example: Permit fee **inferior or equal to** 500 → returns 500 and below*
    {% endstep %}
    {% endstepper %}

#### Quick Reference: Which Operator Should I Use?

<mark style="background-color:blue;">\[add in decision tree or other support]</mark>

{% hint style="info" %}
**Tip:** Not sure whether to include the boundary value (the exact date or number you're filtering by)? Use the "strictly" versions to exclude it, or the "or equal to" versions to include it.
{% endhint %}

### Export results

{% stepper %}
{% step %}

### Scroll down to Export section

It should be located beneath the **WHERE** section.
{% endstep %}

{% step %}

<figure><img src="/files/camWC5Uc4HFrlJyjDHdf" alt="" width="563"><figcaption></figcaption></figure>

### Click a format

The results are available in several formats, including CSV, JSON, or Excel.&#x20;

See [Downloads & formats](/data-midsouth-portal/features/downloads-and-formats)for more information about each type.&#x20;
{% endstep %}
{% endstepper %}

# API

Access Data Midsouth data programmatically using the API.

Every **Raw Data asset** in the Data Midsouth portal is accessible via Explore API — a **REST API** that lets you **query**, **filter**, and **retrieve data** programmatically.&#x20;

This is useful if you're building an application, automating a data pipeline, or integrating DMS data into your own tools.

{% hint style="warning" %}
**This page is for developers and analysts comfortable with APIs and HTTP requests.** If you're not sure what an API is, [Downloads & formats](/data-midsouth-portal/features/downloads-and-formats) is likely a better starting point for getting data out of the portal.
{% endhint %}

### The Explore API

The Data Midsouth portal runs on the Huwise platform. Its public API is the Explore API v2.1, available at:

```
https://datamidsouth.opendatasoft.com/api/explore/v2.1/
```

The API follows standard REST conventions — all endpoints return **JSON**, and requests are made via **HTTP GET**. &#x20;

The full API reference documentation is [available here](https://help.opendatasoft.com/apis/ods-explore-v2/).

### Getting an API key

{% stepper %}
{% step %}

### Create a DMS account

Visit [Login accounts (optional)](/data-midsouth-portal/getting-started/login-accounts-optional)for more information.
{% endstep %}

{% step %}

### Log in&#x20;

Log into your account at datamidsouth.org
{% endstep %}

{% step %}

### Go to Account

Click your name or profile icon in the top-right corner

<div data-with-frame="true"><figure><img src="/files/P6eGpUHuzprkKv1xHHmK" alt=""><figcaption></figcaption></figure></div>
{% endstep %}

{% step %}

### API keys

Navigate to the tab labeled "API keys"

<figure><img src="/files/HlRAm6k28DnohjLxl47Q" alt=""><figcaption></figcaption></figure>
{% endstep %}

{% step %}

### Generate new key

Click Generate a new API key and give it a name.

<figure><img src="/files/dyKDbfnvfBpuXSC2nqmw" alt=""><figcaption></figcaption></figure>
{% endstep %}

{% step %}

### Copy the key

You won't be able to see it again after closing the dialog.
{% endstep %}

{% step %}

### Use it

Use your API key by passing it as a query parameter or in the Authorization header:

```
GET /api/explore/v2.1/catalog/datasets?apikey=YOUR_API_KEY
```

{% endstep %}
{% endstepper %}

## Common API endpoints

#### List all datasets in the catalog

```
GET https://datamidsouth.opendatasoft.com/api/explore/v2.1/catalog/datasets
```

#### Get records from a specific dataset

```
GET https://datamidsouth.opendatasoft.com/api/explore/v2.1/catalog/datasets/{dataset_id}/records
```

Replace {dataset\_id} with the dataset's identifier — found in the URL of its asset page. For example, the Eviction Court Cases dataset ID is eviction-court-cases-shelby-county.

#### Filter records with a where clause

```
GET .../records?where=zip_code='38114'&limit=100
```

#### Search and limit results

```
GET .../records?select=case_number,filing_date,zip_code&limit=50&offset=0
```

## Using the in-browser API console

{% hint style="warning" %}
Visualization, Mega Data, and Report assets **do not** have APIs. If you expect a button and don't see it, the feature isn't available for that particular asset.
{% endhint %}

Every Raw Data asset page has an API tab that provides an in-browser query builder.&#x20;

<figure><img src="/files/TiXMuh3zy8dYrfb5wLDj" alt=""><figcaption></figcaption></figure>

You can:

• Select filters and parameters using dropdowns

• Preview the resulting API call as a URL

• Copy the URL directly into your code

This is the fastest way to build a working API call without writing it from scratch.

### Rate limits

By default, anonymous API calls are subject to lower rate limits.&#x20;

Authenticated requests (using an API key) receive higher quotas.&#x20;

{% hint style="warning" %}
If you're building a production integration or pulling large datasets, use your API key and contact <datamidsouth@innovatememphis.com> to discuss your use case — the team can advise on the best approach for high-volume access.&#x20;
{% endhint %}

# Data submissions

Share data, suggest a resource, or help improve what's already here — every contribution makes the portal more useful for Memphis.

**Data Midsouth is only as useful as the data it contains.**&#x20;

Whether you work for an organization that collects civic data or you're a community member who knows something useful exists — **there's a way for you to contribute**.

***

### Ways to contribute

You don't need technical skills to make the portal better.&#x20;

Here are **three ways** to **get involved**:

{% stepper %}
{% step %}

### Submit a dataset you know about

Even if you don't have the file yourself, tell us it exists. If you know a local agency, court, or organization collects data that isn't in the portal yet, that tip alone is valuable.
{% endstep %}

{% step %}

### Recommend a tool or resource&#x20;

Know of a dashboard, report, or data tool that helps people understand conditions in Memphis? We can review it for inclusion in the catalog.
{% endstep %}

{% step %}

### Request an improvement

Spotted a missing field, a confusing definition, or a dataset that hasn't been updated in a while? Let us know. For more guidance, visit [Request or suggest](/data-midsouth-portal/contribute-and-participate/request-or-suggest).&#x20;

Small fixes make a big difference for everyone using the portal.
{% endstep %}
{% endstepper %}

***

## For organizations

Most community members use Data Midsouth to explore and download. But some people also contribute.

### Share your data

If your organization **collects data** about **conditions in Memphis and Shelby County** — housing, health, public safety, education, economic development, or anything else that affects our community — we'd love to talk about adding it to the portal.

### Who can submit data?

**Any organization** that collects or maintains civic data relevant to Memphis and Shelby County is welcome to reach out.&#x20;

Past and current data providers include local **government** agencies, **nonprofits**, **research** institutions, and **community organizations**. You don't need to be a large organization or have a perfectly clean dataset to start the conversation.

***

### What the process looks like

Getting data into the portal is a collaborative process — the DMS team works with you at every step.

{% stepper %}
{% step %}

### Reach out

&#x20;Email the Data Midsouth team at <datamidsouth@innovatememphis.com> to start the conversation. Tell us a little about your organization and the data you have. We respond within 1-3 business days.
{% endstep %}

{% step %}

### Review

The DMS team will review the data for scope, quality, and fit with the portal. We may follow up with questions about how the data was collected, how often it's updated, and any privacy or access considerations.
{% endstep %}

{% step %}

### **Data-sharing agreement**

If the data is a good fit, we'll work with you to establish a formal data-sharing agreement that defines how the data will be used, attributed, and maintained.
{% endstep %}

{% step %}

### **Preparation and publication**

The DMS team handles cleaning, formatting, and publishing the data to the portal. We'll work with you to write accurate metadata and documentation so users understand what they're looking at.
{% endstep %}

{% step %}

### **Ongoing maintenance**

We'll stay in touch about refresh schedules and any changes to the data over time.
{% endstep %}
{% endstepper %}

### What makes a good submission?

You don't need to have everything figured out before reaching out — that's what the conversation is for.&#x20;

That said, data that tends to be a **strong fit** for the portal is:

* **Collected consistently** over time, with a defined update cadence
* **Relevant** to conditions in Shelby County
* Not subject to privacy restrictions that would prevent public sharing
* Accompanied by enough **context** to be useful to a non-specialist audience

***

#### Ready to contribute?&#x20;

Email us at <datamidsouth@innovatememphis.com> — whether you have a dataset to share, a resource to recommend, or just a hunch that something useful is missing. We'll take it from there.

# Troubleshooting & FAQs

Get the most out of Data Midsouth with these solutions to common questions and issues

### Common “what do I pick?” scenarios

<details>

<summary><strong>“I’m trying to understand what’s happening in my neighborhood”</strong></summary>

Start with a **map** or a **dashboard**. Those usually let you filter by area without downloading anything.

</details>

<details>

<summary><strong>“I need numbers for a grant or report”</strong></summary>

Look for a **dataset** with clear definitions and a recent last modification date.&#x20;

Use download if you need to cite exact figures. See [Downloads & formats](/data-midsouth-portal/features/downloads-and-formats)for more guidance.

</details>

<details>

<summary><strong>“I’m not sure which dataset is the ‘right’ one”</strong></summary>

Review the asset page's Metadata section:

* time period covered
* geography (city, county, census tract, ZIP, etc.)
* definitions&#x20;
* limitations and constraints

If it’s still unclear, reach out to <datamidsouth@innovatememphis.com> — we can help you pick the right source.

### FAQs

<details>

<summary><strong>What's the difference between Data Midsouth and the Memphis Property Hub?</strong></summary>

The [Memphis Property Hub](https://mph.datamidsouth.org/) (MPH) is a specialized mapping tool for property-level data — ownership, evictions, occupancy, and vacant land across Shelby County. It has its own interface and [user guide](https://help.datamidsouth.org/memphis-property-hub).

Data Midsouth is the broader catalog that MPH sits within. If the MPH answers 'what's happening with this specific property or neighborhood?', Data Midsouth answers 'what data does Memphis have access to, across all topics?'

</details>

<details>

<summary><strong>What's the difference between Data Midsouth and the City of Memphis Data Hub?</strong></summary>

The [Memphis Data Hub](https://data.memphistn.gov/) is the City of Memphis’ open data portal, and it’s a great resource. In fact, we highly recommend you check it out! Data Midsouth includes many datasets pulled directly from the Memphis Data Hub.

One limitation is that the Memphis Data Hub mostly hosts data that the City government collects and reports, so it doesn’t include data for Shelby County Government, local school districts, the Health Department or other major local agencies.

The Data Midsouth platform is designed to centralize access to all publicly available data across agencies and sources so it’s easier to navigate and provides a more comprehensive picture of local community trends.

</details>

<details>

<summary><strong>How are Data Midsouth and Innovate Memphis related?</strong></summary>

Data Midsouth encompasses this online civic data hub. Innovate Memphis is the local nonprofit and data intermediary organization that manages all things Data Midsouth as part of its portfolio of innovation projects. Learn more about Innovate Memphis [here](https://innovatememphis.com/).

</details>

<details>

<summary><strong>How does the Data Midsouth team decide what data sources to promote or create?</strong></summary>

Early on, we are prioritizing data sources that are:

1. already publicly available or that we have data sharing agreements to share publicly;
2. reasonably complete, accurate and high-quality; and
3. relate to civic issues and indicators of community wellbeing.

We also work with community partners and public agency data leads serving on our Community Data Stewardship Committee.&#x20;

The committee launched in 2025 and includes representatives from local government, nonprofits, grassroots community organizations, research institutions, and technical sectors. One of their roles will be to help us decide on new features and topics to build on the Data Midsouth platform.

We also rely on users like you to help us advocate for access to more sources and data sets. If you have ideas for a new report or feature, you can [“Create a New Post” on any of our feedback boards on Featurebase](https://datamidsouth.featurebase.app/). For more guidance, see [Request or suggest](/data-midsouth-portal/contribute-and-participate/request-or-suggest).

</details>

<details>

<summary><strong>How does Data Midsouth keep data trustworthy?</strong></summary>

Good tools are not enough. People need data they can trust and explain.

We try to publish every item with:

* A plain-language description.
* A source and owner.
* A refresh schedule, when available.
* Notes about known limits and edge cases.

</details>

<details>

<summary><strong>How does Data Midsouth protect sensitive data?</strong></summary>

Data Midsouth adheres to all applicable local, state and federal policies related to data confidentiality and privacy and uses industry-standard platform technology to keep underlying data secure. Most of the data sources we receive are already de-identified or are already considered public records. Our goal is to make data related to local civic issues easier to aggregate at the trend level.

<summary>Eviction</summary>

Innovate Memphis pulls eviction filings daily from **Shelby County General Sessions Court.** Each extract includes all filings from the previous 90 days to capture any records entered late due to data‑entry delays.\* A scheduled refresh occurs in the Memphis Property Hub on a monthly basis.&#x20;

\*Because the court staff may enter filings up to 90 days after the actual filing date, our extracts include a 90‑day lookback to ensure no records are missed.

<summary>Occupancy</summary>

Unoccupied or vacant properties refers to parcels with vacant built structures  (e.g. homes, storefronts, and warehouses), not vacant land or vacant lots.&#x20;

Innovate Memphis acquires **U.S. Postal Service vacancy data** from **Regrid** on a quarterly schedule. We then calculate each property’s continuous vacancy duration starting in April 2024\*\* and use that value as the basis for short or long term vacancy.&#x20;

**Standard metadata section** expands on the basics: full title, description, themes, keywords, category, creation date, last update date, and creator.&#x20;

* This is the information to reference when **citing the dataset** in a report or grant application.

**Application and Case Studies** section surfaces context that helps you understand how the data has been or could be used. It includes use cases, relevant case studies, and related reports.

* If you're building a grant narrative or researching a topic, **this section can save you significant time** — the related reports are linked directly.

**Contact and Support Information** lists the agency website (memphistn.gov) and any available user support materials. For questions, use the key contact email in the sidebar.

**Data Asset** section contains the practical details for working with the data: **years available, access type** (whether the data lives directly on the DMS portal, not on an external site), and **data export formats** (for more guidance, see [Downloads & formats](/data-midsouth-portal/features/downloads-and-formats)).

**Data Quality and Limitations** is one of the most important sections to read before using any dataset. It includes the **Geographic level, Data limitations, and Data collection and cleaning methods.**

{% hint style="info" %}
**Always read the limitations note**. It tells you exactly what the data can and can't be used to conclude.
